1. A dirty filter is restricting airflow

2. The thermostat is set too low

3. It’s running when it’s too cold outside
This one surprises a lot of owners because it has nothing to do with the unit’s condition. Window and portable air conditioners rely on the pressure difference between the refrigerant’s warm and cool sides to keep the system balanced; when the outdoor temperature drops much below 60-65°F, that pressure drops too, and the coil can run cold enough to ice over even with a spotless filter and correct thermostat setting.
